I am not surprised by this and with 5 scholarship QB's on the roster for the upcoming season, I am sure he will not be the last one.
What it does tell me(along with Brown returning) is the starting job is wide open.
My feeling is Shough was rewarded the starting job in part for his patience and loyalty the previous 2 seasons behind Herbert. It was his job to lose and I think he did. However, I don't blame him per se...I think the coaching staff has been less than stellar in his development, play calling and game management as it relates to that position.
Yes it is great, I suppose, there are 5 QB's on scholarship to choose from but can the coaching staff develop them to perform at a consistent winning level? We will see.

My guess is that there will be Spring practice and that session will wheedle out another player. IMO the job is up for grabs as neither QB last mini-season really rocked it...

Yes, totally agree with your assessment on Shough. He obviously lost his confidence along the way. With all the returning players, I see a crowded house. You have to wonder how all that fits in with the limit on scholarships. The incoming class looks great, but only 11 playing on the field at once, including one quarterback. Oh what fun the Coronavirus has created! Logjam in all the offensive positions.

Shough has talent, but he seemed to lose his confidence and then the team's QB usage was really odd down the stretch. Leaf and Roper part II...
Hope to see Butterfield getting a quarter in the spring game. Lot to decide with that critical spot, and that is withThompson coming in with full confidence!
