If I understood what the criteria is then I might understand the rankings!? So Rolovich who is has yet to coach a game in the Pac-12 and was 28-27 at Hawaii in 4-years is the 8th best head coach in the conference??? What has Wilcox won at Cal? At least Shaw and Helton have won Pac-12 conference championships and Rose Bowls...something Whittingham has not. I like Whittingham but most of his high profile successes came before Utah was in the Pac-10/12. I could argue Chip Kelly is the best coach because he is the only head coach in the conference to coach in a National Championship Game. I am not a big Kevin Sumlin fan but he done better and has more "credit" than Rolovich. Usually I can make some sense, whether I agree or not, with most articles...not this one!
My Top 4 in terms of what they have done at their current position(so Kelly at Oregon does not count) in terms of winning conference championships and major bowl games..

Note: Helton nudges Cristobal BARELY because they are now equal in terms of conference championships and Rose Bowl wins...but Cristobal so far has primarily coached players he inherited. This year begins a point where he now has recruited more players than he inherited. Cristobal is ahead of Whittingham because Whittingham has yet to win a conference championship....maybe Whittingham could be ahead of Cristobal based on success over a longer period of time....Numbers 2-4 could be ranked different ways but I think Shaw is the best....yet his team has gotten progressively worse over the last 3 seasons. At some point conference championships have to count for a lot. Which is why I cannot believe Kelly, Wilcox and Edwards are ranked ahead of Helton? Last season in conference play Helton was 7-2...Kelly, Edwards and Wilcox were all 4-5! Maybe Helton is not up to the tradition of USC success but he is far better coach than he is often given credit.

I like your rankings. Shaw, Helton, Cristobal, and Chip have won conf championships and Rose Bowls. those seem to me to be the preeminent criteria.

No beef with your top four, Edwards ranks five for me and Wilcox at six for the top tier of the conference.
From there it gets messy, but I will list Kelly, Smith, Sumlin, Lake, Rolovich and Dorrell in that order because you have to place them somewhere...

What stands out to me is that Kelly's record at UCLA (7-17) has him on the hot seat after two years as head coach.
Osu coach Jonathon Smith's record is also (7-17) after two years and beaver fans are excited about the upcoming season.
This just goes to show you the difference in fan bases and what they expect out of their coach and team.

I do think UCLA EXPECTED Kelly to be better at this point and understandably so while osu was HOPING Smith, who had never been a head coach, would restore the program to a level of respectability.
Because of Oregon's success under Cristobal, Smith / osu fly a little below the reality radar...they have lost their starting QB, leading WR and leading RB from last season (statistically Jefferson only had more TD's than Pierce otherwise Pierce was better in every other category)...osu was HORRIBLE at home...Smith like Cristobal is now coaching more players he has recruited than inherited so we will see.
I used to laugh at osu wackos on OLive who claimed Oregon only won the North Division because it was a "down year" for Shaw, Leach, etc. yet their hypocrisy shined brightly when they disagreed with the same argument being applied to osu successes! Instead, Smith was COY material; Luton was going to be drafted ahead of Herbert and so on. LOL
