I think it is a decision based entirely on finding a way to shave time because the review process is beyond absurd in the amount of time it takes to reach a decision.

Of the other two rule changes noted in the article, I like prohibiting teams from calling consecutive timeouts.

The other one having penalties at the end of one quarter being enforced to begin the next quarter...that MIGHT be impactful in windy conditions.

I'm good with it because it will shorten games that have been extended and then some by replay reviews and tv timeouts.  Nothing cools players off like a TV timeout after a XP, then a TV timeout after the ensuiing kickoff, then having play finally resume after what has been about ten minutes since the touchdown was scored.  Also increases the value of getting out of bounds and puts extra pressure on head coaches to manage timeouts better.  In my opinion...

fewer plays and faster games are OK by me, esp those 7:40 kickoffs in Autzen. this is gonna change strategy a little. puts more of a premium on building a lead and protecting it. running the clock out will be easier.
as always . . . get TDs when you reach the red zone, and hold the other team to FGs or stops on downs.

I know it's meant with good intentions, but the targeting reviews are really slowing the game. got to be a better way. if a zebra throws the flag, enforce the penalty and send the offending player to the sidelines. let the game continue while the play is reviewed. if he's guilty, eject and suspend. if it's not targeting, too bad about the penalty, and let the player back in the game.

Dislike the first down rule.

All the Oregon fans who love offense and want more plays and points, points, points won't be happy. 

I'm also willing to bet when it's all said and done that games will not be any shorter. They will just make the commercials longer.
